Surface totale commencée de locaux hors service public (m²)

Une construction est considérée comme commencée (ou mise en chantier) après réception de la déclaration d'ouverture de chantier (DOC) envoyée par le pétitionnaire (ou maître d'ouvrage). Un chantier est considéré ouvert lorsque les fouilles en rigole (i.e. creusement du sol pour permettre la construction) ou les fondations sont entreprises pour une partie ou la totalité des constructions autorisées.
